How we handle 911, caller ID and your call records

911: Kari's Law and RAY BAUM's Act

Every system we install dials 911 directly with no prefix, notifies a person on site the moment 911 is dialled, and sends the caller's dispatchable location, street address plus suite, to the 911 center. We configure both on install day. Netexem is NENA company identifier NETEX.

Caller ID: STIR/SHAKEN at attestation A

Netexem signs each outbound call with its own certificate under the FCC's caller-ID authentication framework, so the carrier on the other end can confirm the call really comes from your number. Our Robocall Mitigation Database certification is what lets other US carriers accept our traffic.

Your call records: CPNI

Call detail, voicemail and account data are Customer Proprietary Network Information under FCC rules. Netexem certifies its CPNI safeguards to the FCC every year and never sells or shares call records.

Questions about our licensing

Is Netexem a licensed phone company in California?

Yes. Netexem Inc holds operating authority from the California Public Utilities Commission as Utility ID U-7471-C and is registered with the FCC as Form 499 Filer 837524. Both records are public and linked on this page.

Is Netexem registered with the FCC?

Yes. The FCC's Form 499 database lists Netexem Inc, Filer ID 837524, at 17662 Irvine Blvd #20, Tustin, CA, current as of April 1, 2026, and the Robocall Mitigation Database lists Netexem as RMD0027533.

Does Netexem sign calls with STIR/SHAKEN?

Yes. Netexem has its own account with the STIR/SHAKEN policy administrator (STI-PA account 102325) and signs every outbound call with its own certificate at attestation A, the highest level, so a receiving carrier can verify that the caller ID is real.

Will my business calls show up as Spam Likely?

Signed calls from a number used normally are far less likely to be labelled. Labels are set by the receiving carrier's analytics, not by Netexem, so no provider can promise they never appear. If one of your numbers is flagged, call 714.444.0550 and we file the correction with the carrier.

How does Netexem handle 911?

Every system we install dials 911 directly with no prefix, sends an on-site notification when 911 is dialled, and delivers a dispatchable address with the suite number, as Kari's Law and RAY BAUM's Act require. Netexem is registered with NENA as company identifier NETEX, the responsible carrier for its numbers.

How do I verify these records myself?

Each credential above links to the issuer's own public record: the FCC Form 499 database, the FCC Robocall Mitigation Database, the CPUC and the Tustin Chamber directory. Search by the number shown and check that the legal name, address and phone match this site.
